Seidler Ministry

The Ministry Seidler (23 June 1917 - 25 July 1918; "Ministry" called in the former parlance the whole Cabinet ) was one of Emperor I. Karl -proclaimed government of the Austrian lands (Cisleithania) in Austria-Hungary .

Term of office

The government headed by Ernst von Seidler followed the unsuccessful Clam-Martinic ministry, which had only been in office for six months and to which the lawyer Seidler, a politically inexperienced expert, who was ennobled in 1916, had belonged as agriculture minister . Seidler now headed the second Cisleithan cabinet appointed by the young emperor. Efforts were made to send out signals of the desired consensus in the multi-ethnic state by appointing politicians of Slovene nationality and from Galicia; the Czech politicians, who no longer wanted to be governed from Vienna, stayed away, however, and a Slovenian minister resigned prematurely.

The majority of the department heads were initially only appointed as ministers and (provisional) heads of ministries. On August 30, 1917, most of them received the title of ministerial officer. In the Seidler Ministry the establishment of the Ministry of Social Affairs was prepared and carried out, the establishment of the Ministry of Public Health was prepared. From February 26, 1918 until the end of the monarchy, the respective President of the kk Office for People's Nutrition , who had the rank of section head and who was appointed Prime Minister, was admitted to the government as a minister without a portfolio; he was entitled to issue ordinances like a minister of departments.

The Seidler Ministry was ultimately just as unsuccessful as its predecessors, since neither the nationality problem nor supply crises could be resolved. In addition, the military situation in Austria-Hungary continued to deteriorate, despite the hopes that had been cherished in Russia's departure from the ranks of war opponents, triggered by the Russian Revolution in 1917. The United States , which had declared war on the German Reich , which was allied with Austria-Hungary, in April 1917, did the same in December 1917 against the Danube Monarchy, which, due to its weaknesses, became more and more dependent on the Germans militarily and economically.

On July 25, 1918, the Hussarek Ministry was appointed, the penultimate government of Old Austria; this did not result in any improvement in the state.
