In Max Wladimir von Beck's cabinet , he was Interior Minister from June 2, 1906 to November 15, 1908 and, among other things, participated in the electoral reform (introduction of universal male suffrage) of 1907. After the fall of Beck appointed him Emperor Franz Joseph I to the Prime Minister , a post he held from 15 November 1908 to 28 June 1911. After losing the parliamentary working majority for the government after the Reichsrat elections of June 1911, which caused the Christian Socials and the Polish Club to lose seats, he resigned as Prime Minister and served the state as governor of Lower Austria - succeeding Erich Kielmansegg and despite the outbreak of an incurable one Illness - continued until November 28, 1915. At the same time as his resignation as governor, the emperor raised him to the rank of count.
