Marek, son of the Czech landowner Karel Marek, graduated from high school in Königgrätz and then mechanical engineering at the Czech technical university in Prague . After working in the Skoda works in Pilsen , he came into the management of the Dux-Bodenbacher Eisenbahn-Gesellschaft in 1880 . After their nationalization in 1884, Marek moved to the management of the kk state railways in Prague, where he was appointed Ministerial Councilor. Privy Councilor Marek represented the state railways in international bodies and was promoted to section head in the Imperial and Royal Ministry of Railways in 1909 .

He married Anna Pecharová, daughter of the industrialist and railway director Jan Pechar.

From January 9 to November 3, 1911, Marek acted as Austrian Minister for Public Works in the Bienerth and Gautsch cabinets . During his tenure, he was responsible for enforcing the Housing Welfare Fund Act and Washington Trademark Registration Agreements . Alois Czedik describes him as a capable, technically well-versed railway official, to whom the public position as a minister, however, was alien.
