The heads of the Lower Austrian provincial government were called Oberster Hauptmann , Lieutenant and Provincial President , and since 1918 Provincial Governor .

The core of the state administration was the state government, whose name and function have changed many times over the centuries. A first provincial government was provisionally created for the then Archduchy of Austria under the Enns by Maximilian I in 1493 and finally in 1501. This was an intermediate instance between the court authorities, who were also responsible for all Habsburg hereditary lands until 1806, and the sovereign offices. The head of this institution, initially known as the regiment , was committed to loyalty and obedience to both the princes and the estates from whose ranks he came. The seat of this authority, which was responsible for both administrative and judicial tasks, was initially in Linz , from 1510 in Vienna , from 1521 in Graz and from 1523 back in Vienna.
In 1749 the administrative and judicial authority called the regiment was renamed the Lower Austrian Government in publicis and in 1750 it was renamed the Lower Austrian Representation and Chamber , with the judiciary being withdrawn. In 1759 the authority was again entrusted with judicial affairs as the Lower Austrian government , but in 1782 they were again withdrawn. 1849 was the institution that now one appointed by the emperor government agency in Lieutenancy renamed. In 1861 certain agendas of the Lieutenancy were transferred to the Lower Austrian Landtag.
In 1918 the Lieutenancy's agendas were taken over by the Lower Austrian provincial government (interrupted by its own National Socialist regulation from 1939 to 1945), which moved its seat to Sankt Pölten in 1997. Since then, the governor has been elected by the democratically elected state parliament, with the exception of the authoritarian Christian-Social corporate state (appointed by the Federal President from 1934 to 1938) and National Socialism (appointed by the Führer and Reich Chancellor of the Third Reich from 1939 to 1945).
