The Zweckverband Zulassungsstelle Coburg was founded with effect from December 1, 2014 by the independent city of Coburg and the district of Coburg . Its task is to perform the tasks of the lower administrative authority for vehicle registration. The tasks of the Zweckverband were expanded on July 1, 2015 to include the tasks of the lower administrative authority for the admission of people to public road traffic and according to the Professional Driver Qualification Act.

The Zweckverband is thus the joint vehicle registration office and driving license office for the urban district and the district of Coburg. The office is housed in an extension of the Coburg District Office. This form of intermunicipal cooperation is unique in Bavaria.

The Zweckverband Zulassungsstelle Coburg issues the distinctive signs "CO" and "NEC". The distinctive sign "NEC" is the reintroduced old sign of the formerly independent city of Neustadt bei Coburg , which has belonged to the Coburg district since 1972.
