Second All-Russian Congress of Soviets
The Second All-Russian Congress of Soviets took place from October 25 (November 7) to October 27 (November 9) 1917.

649 delegates took part in the second all-Soviet congress : 390 Bolsheviks , 160 Social Revolutionaries , 70 Mensheviks and 27 representatives from other parties. As a result of the October Revolution by the Bolsheviks on the first day of the session, some Social Revolutionaries and Mensheviks withdrew in protest, which earned them the scorn of Trotsky :
“You are bankrupt, your role is played out. Don't worry about where you belong from now on: on the rubbish heap of history. "
Since no new Duma was elected, the previous dual power ended and the Congress became the supreme body of state power in Russia.
The following resolutions were adopted during the Congress:
- Peace decree (RTFSR and German Reich call for peace talks)
- Land Ordinance (aims to abolish landowners and transfer land to those who work on it)
- Abolition of the Provisional Government and replacement by the Council of People's Commissars .
