Josef Effertz

Josef Effertz (born March 29, 1907 in Fliesteden ; † May 31, 1984 in Bonn ) was a German farmer and politician ( FDP ).

Life

Josef Effertz was born the son of a farmer. After graduating from high school, he first completed an internship and training in agriculture. In 1930 he began studying agriculture , zoology and animal psychology at the Rheinische Friedrich-Wilhelms-Universität Bonn , which he finished in 1933 with an exam as a qualified farmer. With the dissertation The effect of the habitat and the human influence on the development of the animal soul , he was in 1934 at the Agricultural University in Bonn-Poppelsdorf to Dr. agr. PhD .

Effertz then worked in his parents' business, took part in setting up a large poultry farm and also worked as an honorary manager of the German Society for Animal Psychology . In 1933 he joined the NSDAP ( membership number 2,134,911).

During the Second World War , from 1939 to 1944, he was employed with an "emergency service obligation" for agricultural use in occupied Poland , where he was department head of the generation group in the Lublin district in the Generalgouvernement . After the end of the war, Effertz devoted himself to rebuilding his parents' animal breeding business. In addition, he helped to rebuild agricultural organizations and associations. He also acted as managing director of an agricultural trade association.

Effertz joined the FDP in 1950 , was deputy district chairman of the FDP in the Bergheim district (Erft) and chairman of the FDP district in Cologne . In addition, he was deputy state chairman of the FDP North Rhine-Westphalia . In the 1960s he was chairman of the Federal Agricultural Policy Committee of the FDP. He was also a member of the federal executive committee and the party's FDP federal main committee . Effertz was a member of the North Rhine-Westphalian state parliament from 1954 until his resignation on September 26, 1961 . He was a member of the German Bundestag from 1961 until his resignation on March 4, 1968. He entered parliament in both electoral terms via the state list of North Rhine-Westphalia.

Effertz served from February 28, 1956 to July 24, 1958 as Minister for Food, Agriculture and Forestry in the government of the State of North Rhine-Westphalia led by Prime Minister Fritz Steinhoff . From 1968 to 1972 he was the last President of the Government of the administrative district Aachen . After his retirement he was appointed the North Rhine-Westphalian border region commissioner.

Josef Effertz was particularly committed to hunting in North Rhine-Westphalia. He was closely associated with the Research Center for Hunting and Game Damage Prevention . During his time as the responsible state minister in 1957, on his initiative, the establishment of the initially private foundation and the establishment of the institute in the Hardt forester's house. After serving as minister, he was a member of the foundation's board of trustees and, from 1976, the advisory board of the nationalized body.

Effertz was awarded the Grand Cross of Merit with a star in 1977 .
