Li Tzar-kai, Richard|Richard Li(李澤楷), born in Hong Kong in 1966. He was the second son of Asia's richest man Li Ka-shing.

Li is the chairman and chief executive of Pacific Century Cyberworks Limited. He is also chairman and chief executive of the Pacific Century Group and chairman of Singapore-based Pacific Century Regional Developments Limited.

Li is a governor of the World Economic Forum for Information Technologies and Telecommunications, a member of the Center for Strategic and International Studies' International Councillors' Group in Washington DC, and a member of the International Advisory Board of the Center for International Development at Harvard University.

He is also a member of the Global Information Infrastructure Commission and the United Nations Information and Communication Technology Advisory Group.
