Émilienne Raoul

Émilienne Genevieve Raoul , née Matingou (born January 7, 1945 in Brazzaville , French Equatorial Africa ) is a Congolese geographer and politician. She served the country temporarily as Minister of Social Affairs (2002–2016) and as Minister of Health (2007–2009).

Life

Youth and education

Émilienne Raoul was born on January 7, 1945 in Brazzaville, the then capital of the French colony of Equatorial Africa and now the capital of the Congo. After completing school, she studied geography at the Université des Sciences et Techniques in Lille (today Université de Lille 1) until 1982 , completing a dissertation entitled "Les activités des femmes en milieu urbain: le cas de Brazzaville". After her return she taught and researched at the Geographical Institute of the Marien-Ngouabi University . She later married the Congolese politician Alfred Raoul and took his name.

Political career

From 1998 to 2002 Raoul was a member of the National Transitional Council, a provisional parliament that took over the country's legislative tasks after the end of the civil war in 1997.

After the end of the transition period, Raoul ran as an independent candidate in the first elections in May / June 2002 for a seat in the National Assembly . She won a seat in the runoff election in the constituency of the 7th arrondissement of the capital Brazzaville. Ultimately, however, Raoul did not take up the mandate, as she was appointed to his cabinet by President Denis Sassou-Nguesso . She took over the department for social affairs, family and veterans on August 18, 2002. On March 3, 2007, Raoul was given additional responsibility for health as part of a cabinet reshuffle. She lost it again after two years on September 15, 2009.

After President Denis Sassou-Nguesso won the elections again in March 2016, Raoul was not reappointed to a post in the cabinet.

Private

Raoul is a widow and has two children.
