It was planned by the architecture firm Skidmore, Owings and Merrill and was completed and opened in 1983. It has since been the tallest building in the state of Delaware . The current name has been taken from the address of the building. In the past it was also called Manufacturers Hanover Plaza and Chemical Bank Plaza , which can be traced back to the respective main tenants Manufacturers Hanover and Chemical Bank . It is used exclusively for office purposes.
