The establishment of the 23rd Waffen Mountain Division of the SS "Kama" (Croatian No. 2) from so-called ethnic Germans and Bosniaks began on June 10, 1944 in eastern Croatia . Two weeks later, the division was moved to the installation room of the 18th SS Volunteer Panzer Grenadier Division "Horst Wessel" in southern Hungary. On September 24, 1944, however, the order was issued to abort the formation because the Red Army had already advanced far west and threatened the division's training camps. The German support personnel were assigned to the newly formed 31st SS Volunteer Grenadier Division , while the Bosniaks were assigned to the 13th Waffen Mountain Division of the SS "Handschar" (Croatian No. 1) . The division number that had become vacant was used in February 1945 for the 23rd SS Volunteer Panzer Grenadier Division "Nederland" (Dutch No. 1).
