48 hours Neukölln - The Art Festival is an annually in Berlin 's Neukölln district held forming decentralized Arts Festival, now the largest in the city. In 2013, more than 400 individual events were held at over 300 venues within the district.

Around 75,000 visitors take advantage of the varied cultural offerings, which include all artistic genres from performance , painting, photography, sculpture to installations, intervention, dance, theater and music.

On June 16, 1999, the festival was opened for the first time with 25 venues and 100 events. It came from an idea of ​​the Kulturnetzwerk Neukölln e. V., which was founded in 1995 in response to massive cuts in funding for culture.

The festival was originally intended as a week-long exhibition of the Neukölln culture and art scene, but was limited to 48 hours in 1999, which is where the name came from. In the beginning it wanted to create a counterpoint to the negative media coverage of the “socially declassified” district and to bring the local actors of the cultural scene into an intensive exchange. Initially, a street festival on Karl-Marx-Strasse or Richardstrasse served as the framework and, depending on the composition of the actors located here, the festival was particularly active in the socio-cultural environment.

In 2005, so-called art branches were set up, in which artists and activities in the individual neighborhoods are brought together and harmonized. Seven art branches developed (Schiller-, Flughafen-, Körner- and Reuterkiez as well as Donau-Nord, Richardplatz and Passage). This reorganization helped to sustainably improve the cultural infrastructure, as the network concept was further strengthened. The art branches serve as an important interface between the artists themselves and ensure that the co-organizers located in clusters get to know each other and can form permanent networks. In addition, they ensure that the cultural structure of the individual neighborhoods can be worked out more than was previously possible.

Since 2001, the wide range of self-curated events, determined by self-commitment, has been continually supplemented by specially designed series. Its aim is to focus more on content, ensure quality, bring new artists to Neukölln and at the same time sharpen the focus and profiles. In 2008, the focus was on moments of happiness and utopias . In 2009, under the motto Humus Neukölln, the series Neukölln Grün , NATurBAN , Kunst an der Karl-Marx-Straße and Sacrale could be seen. In 2010 the motto of the festival was complex 650 - Neukölln remembers !, 2011 the festival was dedicated to the problem of gentrification under the motto Luxus Neukölln . In 2012, works and projects under the title Endstation: Paradies with the focus on migration, flight and asylum could be seen.

Since 2013, a binding annual theme has helped raise the profile of the festival. With the festival theme change of perspective! the beginning conceptual realignment was made visible. With the renaming to "48 Hours Neukölln - The Art Festival", the changed starting position in Neukölln was also taken into account, where an internationally recognized art scene has now established itself.

In 2015, 48 Stunden Neukölln was awarded the EFFE label (Europe for Festivals, Festivals for Europe) by the European Festival Association as one of "European´s finest festivals" for the first time. The festival was also included in this group in 2017 and 2019. Cooperations and artist exchanges, including with art festivals in Denmark and North Macedonia, followed. In 2019, the festival concept was taken up by the Goethe-Institut and implemented for the first time in Novosibirsk as an offshoot "48 hours Novosibirsk" as an exemplary concept for civil society in Russia. The cooperation was developed in cooperation with the Foreign Office, the GZII cultural center in Novosibirsk and the Neukölln eV cultural network.

48 hours Neukölln is a cross-disciplinary art festival for the independent art scene in Berlin. It shows authentically diverse production conditions and working approaches of contemporary art on an equal footing. To this end, not only are galleries and studios opened, but urban spaces are also opened up and used for artistic projects (backyards, cellars, stairs, gardens, private apartments, churches and much more).

In terms of content, it promotes the dialogue between the arts and directs particular attention to participatory processes, the initiation of discourse formats and crossover projects. Overall, the art presented at the festival focuses on social issues. Formally and stylistically, it pursues innovative approaches and forms of production beyond the mainstream. The festival is open to artists of all kinds. The only conditions of participation are the clearly recognizable conceptual reference to the given annual theme, an event location in North Neukölln and the time limit for the festival date.

In the course of 48 hours Neukölln, new methods of art mediation and socio-cultural interaction will be tried out, which appeal to a broad audience who are not exclusively interested in art.

Since 2018, some of the events can be funded for the first time with the help of the Festival Fund of the Senate Administration for Culture and Europe. This means that artists are supported with a fee in the curated festival exhibition, as well as interventions in public space, so-called SIGNALS, are funded. There is also the possibility as an ARTSPACE Lab to show curatorial experiments during the festival and to be supported by a donation if selected.

Until a few years ago, the Neukölln district had a predominantly negative image and was repeatedly cited as a prominent example of a whole range of problematic social situations. This image was nourished by negative headlines such as “Endstation Neukölln” (1997) or “Neukölln. Karte der Angst ”(2008), which gave rise to a picture of the cultural devastation (see also, for example, Rütli School , Film Knallhart etc.).

One of the performances of the festival is to relativize or reduce existing prejudices and thus promote the coexistence of different cultures. Year after year, the festival invites you to a voyage of discovery through the “unknown” North Neukölln. Due to the numerous new settlements of young and international creative people, tourism in North Neukölln is now playing an increasingly important role and the perception as a problem area fades into the background. As a contact zone, the 48 hours in Neukölln enable the encounter between different social and ethnic characteristics. In recognition of these achievements and perspectives, the Kulturnetzwerk Neukölln e. V. for its project "48 hours Neukölln" 2008 the culture award of the Bonn-based cultural and political society . The jury's reasoning stated:

“48 Stunden Neukölln provides development aid in the truest sense of the word: for the district and its people, for the artists involved and, last but not least, for art and culture, which have repeatedly proven to be the innovative force of the district. [...] The concept of bringing an entire district to life for over 48 hours with art and culture and thereby uncovering its creative development potential is unique and convincing. But not only the festival is worthy of prizes, just as praiseworthy is the organization and implementation of the work on site, which relies on a broad network of artists anchored in the neighborhood. Here a district presents itself and shows that art and culture can not only symbolically become the engine of urban development. "

In autumn 2009, the festival was named the trend brand of the year 2009 in the German-speaking region at the Causales Agency's Culture Brand Award, because the festival “meets the district's bad image with creativity and initiative and invites you to participate in the cultural exchange between the different ethnic groups”.

The synergy of contemporary art and the social situation repeatedly results in new approaches and strategies for the development of a sustainable urban culture. The festival promotes the acceptance of diversity and difference. Individual areas of the urban area are now recognized worldwide as attractive trendy neighborhoods, such as Reuterkiez ("Kreuzkölln") and the region around Weserstraße.

Culture in Neukölln and its 48-hour bloom does not grow on the prosperous soil, but on poverty, fragility and conflict. A creative center in Berlin, which is receiving increasing attention and presenting itself at the festival, is growing on this breeding ground.
