The flotilla was formed in June 1940, with Kapitänleutnant Helmut Neuss as acting flotilla chief, and disbanded in December 1940. It consisted of the four small but new Norwegian destroyers of the Sleipner class captured during the German occupation of Norway ( Operation Weser Exercise ) , which were taken over by the Navy and, now classified as torpedo boats , put into service:

  • Panther (ex Odin ), Commander: KptLt Helmut Neuss (from December 1940 First Lieutenant for the Sea Walther Jahrmarker)
  • Löwe (ex Gyller ), Commander: KptLt Siegfried Strelow (from December 1940 KptLt Georg Grund)
  • Leopard (ex Balder ), Commander: KptLt Walter Jacobson (from November 1940 KptLt Konrad Sommerlatt)
  • Tiger (ex Tor ), Commander: KptLt Herbert Jüttner

From June to August 1940, the flotilla provided escort and security service in the maritime area of southern Norway, Skagerrak and Kattegatt and then did school and training service.

After the flotilla was disbanded, all four boats were used as torpedo fishing boats in the 27th Submarine Flotilla , a training flotilla stationed in Gotenhafen .
