Ceesay, son of a teacher, is a social worker and development worker. He is also the founder of a charity foundation that supports the education of children. Before he became a politician, he worked for an international non-governmental organization and had never been in politics. He has three children and says his community pushed him to campaign.

He ran in the 2017 parliamentary elections as a United Democratic Party (UDP) candidate in the constituency of Old Yundum in the West Coast Administrative Region . With 28.22% he was able to win the constituency in front of Ousman Gaye (APRC) and Ali Nget (GDC). After the election, Ceesay is a member of the parliamentary youth caucus as secretary.

In November 2019, the UDP dismissed eight party members from their party who were representing in parliament. The informed parliament now classifies MPs, including Ceesay, as independent MPs.
