Final decision
The final ruling is the process by which the public prosecutor concludes an investigation . With the conclusion of the preliminary investigation, the public prosecutor's office must either discontinue the preliminary investigation due to insufficient suspicion , or bring a public complaint , unless there is a recruitment based on the opportunity principle .
The completion of the preliminary investigation is to be noted in the files according to § 169a StPO.
