Life and professional history

Hazan, whose father is originally from Egypt , became a maîtrise in private law after graduating, received a diploma from the Institute of Criminology and graduated from the Judges Academy. From 1980 she worked as a judge, first as an enforcement judge in Châlons-sur-Marne , later as a youth judge in Nanterre and Paris. During this time she was also President of the French Judges Association. For two years she was an advisor to the Minister for Employment and Solidarity. At the Parti Socialiste she was the national secretary for social affairs. She was a member of the Regional Council of Champagne-Ardenne and the City Council of Reims. In 1999 she was elected to the European Parliament for the first time , to which she was a member until 2008. From March 2008 to April 2014 she was the first woman to hold the office of mayor of Reims . In her election she benefited from the lack of uniformity of the right-wing parties. In 2014, however, she was not re-elected and was defeated by the right-wing candidate Arnaud Robinet .

Since July 16, 2014, she has held the six-year post of Contrôleur Général des Lieux de Privation de Liberté (general controller of places of detention). The Contrôleur Général des Lieux de Privation de Liberté is a government agency with judicial independence (autorité administrative indépendante). The authority's task is to prevent and uncover human rights violations of those arrested or detained. To this end, she can check every detention center (deportation zones, police stations, prisons, closed institutions, etc.) without prior notice and demand inspection of every file. In the event of possible human rights violations, she can request disciplinary proceedings from the competent authority or inform the public prosecutor in the case of criminal prosecutions. The results of the checks are summarized annually in a public report to the French President and Parliament.
