The Agents de surveillance de la voie publique ( ASVP ; German about surveillance personnel for public roads ) are municipal employees in France who are usually uniformed. Their area of ​​competence is strictly limited to punishing violations of certain rules relating to stopping and parking in traffic. In this regard, their job profile is very similar to that of the police officers in other countries. In addition, ASVP can monitor compliance with cleanliness regulations in public spaces.

With a total of around 6,400 ASVP in France (2014), these are fewer than the members of the Police municipale among the uniformed municipal law enforcement officers , but significantly more numerous than the Gardes champêtres . Depending on the municipality, the number of ASVPs varies between 0 and over a hundred.

Your area of ​​responsibility is uniformly regulated nationwide and strictly limited to three areas, namely the determination of

  1. Incidents of illegal stopping or parking of vehicles (but not stopping, endangering or improper stopping, which only police officers are qualified to detect),
  2. missing proof of insurance on vehicles,
  3. Violations of regulations on cleanliness in public areas.

Regardless of this, it happens that municipalities use their ASVP illegally for tasks that exceed their legal competences, for example to regulate or secure road traffic or to regulate tasks at events.

Recruitment and Qualification

The ASVP are not civil servants ( fonctionnaires ). You need neither vocational training nor compulsory further training in your job. On the other hand, their suitability for the office must be confirmed by the public prosecutor's office, and they must be sworn in by the magistrate.

Uniforms and equipment

The details of the ASVP's uniforms are not formally regulated; The municipal officials are therefore free to decide on the relevant regulations. However, it is stipulated that the function must be clearly noted on the clothing and that it must not be designed in such a way in terms of color or in any other way that it can be confused with the uniforms of the Police municipale or other police forces.

Arming the ASVP is not permitted. Although a change to this regulation would be possible through a mere ministerial decree and would not require a change in the law, the existing ban on armament is interpreted narrowly by the central government authorities. For example, the ASVP is not allowed to carry irritant gas on duty to ward off aggression and will not be tolerated if it becomes known.
