Ali Hassan Mwinyi (born May 8, 1925 in Kivure, Pwani ) was President of the United Republic of Tanzania from 1985 to 1995 . He used to be the country's interior minister and vice president.

During Mwinyi's reign, Tanzania took the first steps to revise Julius Nyerere's socialist policy . He relaxed import regulations and encouraged private companies. During his second term in office, pressure from foreign sponsors introduced a multi-party system. Mwinyi has lived in Dar es Salaam since the end of his tenure .

Although Mwinyi's free market policy was successful, he has been widely criticized for the high levels of corruption and widespread tax evasion that developed during his tenure. Critics also claim that there was no sound and disciplined monetary policy during Mwinyi's reign.
