Proof of arrival (certificate of registration as an asylum seeker)

A proof of arrival (certificate of release as asylum seekers) is a residence document which a foreigner in Germany according to § 63a of the Asylum Act is issued (Asylum Act) when to asylum has requested and fingerprinted has been, but still not applied for asylum has provided. The proof of arrival replaced the informal predecessor, which differed from state to state and was only referred to as a certificate of registration as an asylum seeker (BüMA).

Section 63a AsylG was introduced at the end of 2015 by the Asylum Procedure Acceleration Act. The amendment to this paragraph by the Data Exchange Improvement Act on February 5, 2016 introduced the designation proof of arrival in the AsylG for the first time and specified the data contained in the document. The day after that, the Arrival Proof of Arrival Ordinance - AKNV with technical specifications and document samples came into force. This forgery-proof document has replaced the previous certificate of registration as an asylum seeker (BüMA) since January 28, 2016 (the start of the preceding pilot phase). The period of validity was extended from one week to initially one month and since February 5, 2016 to a maximum of six months when issued. Afterwards, extensions of up to three months are possible.

The structure of the document is similar to that of the residence permit . Name , date of birth , place of birth , nationality , gender, height, eye color and a photo are printed on the paper . As a decisive change compared to the BüMA, fingerprints , country of origin , contact details, health information such as vaccinations and information about training and qualifications are also available in a central database . Before a proof of arrival is issued, the fingerprints of both index fingers are scanned in via the Fast Identification System (Fast ID) and compared within a few minutes with already stored prints. This means that double registrations are recognized and it is ensured that each person is only recorded once.

The proof of arrival is issued by the responsible reception facilities and the responsible branch offices of the Federal Office for Migration and Refugees immediately after the identification service treatment . The completed registration and the submission of the proof of arrival should be a prerequisite for the granting of benefits and the submission of an asylum application.

In the phase of examining their initial application, asylum seekers then receive a certificate of residence permit .
