The recruitment agreement between the Federal Republic of Germany and Portugal was signed on March 17, 1964 ( Cabinet Erhard I ) and led to the start of Portuguese immigration to the Federal Republic of Germany . The recruited workers were called " guest workers " in Germany .

In accordance with the recruitment agreement, Portuguese citizens were granted a permanent residence in the Federal Republic of Germany in order to earn an income. The recruitment agreements with the FRG were concluded at the initiative of the sending countries to compensate for their current account deficit with the Federal Republic of Germany.

The Federal Republic of Germany concluded similar recruitment agreements with other states, including Spain, which led to the growth of the Ibero-German community .
