The German Employment Promotion Act (AFG) - with the full title "Law on the services and tasks to secure employment and promote economic growth " - replaced the law on job placement and unemployment insurance from 1927 in 1969 and was the basis of the employment promotion law until December 31, 1997 . As a result of the Labor Promotion Reform Act (AFRG), the labor promotion law was classified as a third book (SGB III) in the Social Security Code on January 1, 1998 . With the entry into force of SGB III, the old AFG was repealed at the same time.

In 1986, the amendment to § 116 AFG (today § 160 SGB III) was the focus of a political debate regarding the payment of unemployment benefits in the event of major strikes :
