The Armed Forces Service Medal is a service award of the US armed forces . It was introduced by US President Bill Clinton in early 1996 and is awarded to members of the US armed forces who have achieved a "significant performance" ( significant activity ) for which no other award has been given. This usually means participation in an operation by the US armed forces, also within the framework of a NATO or UN mandate .

Awards include the Joint Guard and Joint Endeavor operations during the Bosnian War , but also for humanitarian missions after Hurricane Katrina and Hurricane Rita .
