Originally the ARFU had planned that 8 teams should take part in the tournament and the Singer Rugby 7's would serve as a qualifying tournament in 2005. This plan was later dropped. The hosts Qatar and the 6 best-placed teams from the tournament from the Asian Games 2002 (South Korea, Taiwan, Thailand, Japan, China and Sri Lanka) were qualified from the start . In a qualifying tournament on February 4, 2006, Hong Kong qualified as the eighth team. India was later added to allow 9 nations to participate in the tournament.
