The construction of new socialist villages ( Chinese  建设 社会主义 新 农村 , Pinyin Jiànshè Shèhuìzhǔyì Xīn Nóngcūn ) is a program of the government of the People's Republic of China that aims to develop rural areas. The program promotes strategically differentiated village restructuring programs.

According to a government statement, the aim of the program is the "development of production, prosperous life, civilized rural customs, cleanliness and order in the villages and democratic administration".

At the beginning of 2004, the party leadership initiated the first measures aimed at increasing farmers' incomes. The budget for agriculture was increased. As a result, Prime Minister Wen Jiabao announced the abolition of agricultural taxes. Since these reforms only brought about very minor improvements in the situation of the rural population, the central government laid down detailed specifications for the “construction of the new socialist villages” in a "Document No. 1" in 2006.

The focus is on building better living space, expanding infrastructure and creating jobs outside of agriculture. This structure includes the construction of large production bases for grain, cotton and oil crops, solving the problem of the lack of drinking water for 100 million farmers, building or converting 1.2 million km of country roads, completing the medical service system in the countryside, and garbage disposal , Environmental protection and reforestation programs and investments in electricity supply.

Efforts are also being made to create jobs through the settlement of industry and commerce in rural areas, for example through better transport links to the larger cities. The aim is that all villages can be reached by country roads.

The program shows different effects. So far, this program has succeeded in relocating labor-intensive production away from the coast and into the hinterland. A not insignificant part of the farmers' income is no longer generated by agriculture.
