The State Library Center / State Library Office is an advisory and service facility for libraries, library providers, schools and kindergartens in Rhineland-Palatinate and belongs to the State Library Center Rhineland-Palatinate , which was founded on September 1, 2004 . The state library office in Neustadt is responsible for advice in the former administrative districts of Rheinhessen and Palatinate, and the state library office in Koblenz is responsible for advice in the former administrative districts of Koblenz and Trier.
Important tasks are supporting the libraries and promoting reading . The services of the Landesbüchereistelle are aimed in particular at municipal public libraries and school libraries as well as schools and kindergartens. The aim of the work is to develop the libraries in Rhineland-Palatinate according to technical ideas and to compensate for regional underdevelopments. Professional services, practical help, funding, advanced training and advice ensure the further development and uniform organizational structure of the libraries in Rhineland-Palatinate.
The Landesbüchereistelle promotes literature and culture by arranging events for the libraries in the region or organizing them centrally, such as B. as part of the Rhineland-Palatinate Library Days .
In order to support reading promotion in the libraries, schools and kindergartens, the Landesbüchereistelle offers picture book cinemas, class sets, fun reading boxes, thematic and foreign language media boxes on loan. Reading promotion campaigns such as the “library driving license” for the 3rd / 4th year are organized centrally in cooperation with the church departments. School year, the “Schultüte” campaign for school beginners, the “Advent calendar” and the “Discover reading worlds” campaign for collaboration between libraries and kindergartens.

The history of the Landesbüchereistelle in Neustadt goes back to the "Palatinate Advice Center for Public Libraries" founded in 1921 with locations in Speyer and Kaiserslautern. In 1953 the library was relocated to Neustadt, which was also responsible for the communal libraries and school libraries in Rheinhessen after the municipal reform from 1971 under the name "Staatliche Büchereistelle Rheinhessen-Pfalz".
The history of the Landesbüchereiststelle in Koblenz goes back to 1948, when shortly after the founding of the state of Rhineland-Palatinate the state government passed the founding decree on 14 December 1948 for a "State State Library for Rhineland-Palatinate".
