In Italy, the term citizen card is a chip card that enables citizens to log into the online services of the public administration using a secure, certified digital identity.

The citizen card is part of the national system of the Carta Nazionale dei Servizi (CNS) and enables the use of online services throughout Italy. The citizen card also functions as a health card in Italy and as a European health insurance card in other EU countries . It also serves as a tax number card . It is therefore issued by the Italian Ministry of Finance.

In addition to access to health services and communication with the tax administration, the citizen card has various other functions and also enables the payment of municipal fees, the application for public social benefits and permits, the registration of unemployment or the inspection of public registers.

In order to log into the online services of the public administration using a citizen card, you have to activate the card in order to receive the associated PIN. To do this, in South Tyrol, for example, you go to the counters of the municipalities, underage children have to be accompanied by their parents. The citizen then receives the PIN and PUK of the citizen card by email and SMS, as well as the associated reader.

In order to register for the online services, you first have to download the necessary software on your own computer. Then you connect the reader to the computer and insert the citizen card. As soon as asked by the online service, the PIN of the citizen card is entered.
