Development of construction price indices in Germany, base year 2005

A construction price index is a price index and shows the development of construction prices with reference to a base year . The base years change i. d. Usually after five years. The base year is regularly determined by the Federal Statistical Office ( Destatis ). Currently (as of: 2019) this is the year 2015. With the index change, methodological improvements, current weighting schemes and other necessary adjustments are incorporated into the calculation of the index values.

A distinction is to be made between this and the construction cost index, which records the costs of providing the construction work. It is essentially determined by the cost of labor and material, to which the expenditure for equipment, energy, operating and construction materials are added. This index is also known as the factor or input price index.

Other construction price indices are used, among other things, in the calculation of residential building insurance (see Moving New Value Factor ) and property valuation. The building price index 1914 or value 1914 or building insurance value 1914 for calculating the new value for building insurance is determined by the insurance industry on the basis of its own and Destatis data.

With the help of the building insurance value of 1914, a uniform basis for calculating the new building value and thus also the insured sums is created for residential building insurance. From this fictitious value one arrives at the current new construction value of the insured building via the construction price index 1914. This factor ensures that there is no underinsurance of the building due to the increase in the value of the property over time .

Construction price index of the Federal Statistical Office

The building price index determined quarterly by the Federal Statistical Office based on surveys in the construction industry is published by the state offices and reflects the long-term development of prices for certain building services. The base year on which the respective published construction price index is based can be recognized by the number 100 after a year (example: base year 2005 = 100).

The construction cost index is determined by the Federal Statistical Office on the basis of available data and does not include sales tax.

The following indices are determined and published for Germany by the Federal Statistical Office:

  • conventional new building in building construction (residential buildings, office buildings and commercial buildings),
  • New construction of single-family buildings in prefabricated construction (prefabricated houses),
  • New construction in civil engineering (roads, bridges, local sewers),
  • Maintenance of multi-family buildings and
  • Architectural and engineering services.
