Belfius (in Dutch Belfius Bank & Verzekeringen , in French Belfius Banque et Assurances ) (before March 1, 2012 Dexia Bank Belgium) is a company that provides banking and insurance services. It is a commercial joint-stock company that initially responded to the needs of Belgian local authorities . It emerged from the break-up of the Dexia Group, to which it belonged until October 10, 2011. It was bought by the Belgian state for 4 billion euros. Its registered office is in Brussels .

Belgium: municipal loan from Belgium

  • 1860: Creation of the Belgian municipal loan with the task of granting loans to the municipalities for their investments. The municipality loan - a stock corporation - is a cooperative bank whose shareholders are municipalities. The communities that wanted to raise money there had to buy shares worth at least 5% of the loan amount.
  • 1947: Creation of a network of branches for the direct collection of savings credits from the public via deposit books. In 1960 the network was professionalized. The expansion of the range of products and services made it possible to diversify the range of transactions and to connect private customers.
  • 1990: Start of the international expansion of the bank with the establishment of the asset management specialist Cregem International Bank in the Grand Duchy of Luxembourg.
  • 1991: The municipal loan continued its international expansion with the acquisition of 25% of the capital of Banque Internationale in Luxembourg (BIL), the leading bank in the Grand Duchy of Luxembourg. At the beginning of 1992, the municipal loan increased its share in BIL's capital to 51%.

Belgium: BACOB / Artesia

  • 1924: Establishment of the Coopération Ouvrière Belge (COB), from which the BACOB Bank and Les AP emerged.
  • 1997: BACOB Bank took a majority stake in Paribas Bank Belgium, which subsequently became Artesia Bank.
  • 1999: The new group was named Artesia Banking Corporation and consisted of the Retail Bank (BACOB), the Insurance Company (Les AP), the Commercial Bank (Artesia Bank) and the Asset Manager (Cordius).

Dexia: group

  • 1996: Alliance between the Belgian Municipal Credit (chaired by François Narmon) and the Crédit local de France, from which Dexia emerged.
  • 1997: Dexia took a 40% stake in the Italian bank Crediop, the leading private bank specializing in the financing of Italian local authorities.
  • 1998: Dexia increased its stake in Crediop's capital to 60%.
  • 1999: As of November, Dexia security was listed on the Brussels ( BEL20 ) and Paris ( CAC 40 ) stock exchanges, and it was listed on the Luxembourg stock exchange. The group made significant developments in the insurance sector in France, Belgium and Germany.
  • 2000: Acquisition of Financial Security Assurance (FSA) in the United States , one of the market leaders in the field of collateral enhancement of municipal bonds; Dexia has become the global leader in the market of financial services to the public sector. Dexia was now active in almost every country in the European Union . Beginning of an annual offer to all employees to subscribe to a reserved capital increase.
  • 2001: Acquisition of Artesia Banking Corporation, a banking group that carried out the activities of a retail bank (BACOB), an insurance company (LAP-DVV), a commercial bank (Artesia) and an asset manager (Cordius). The stake in Crediop rose to 70% and Dexia also took over the management of Otzar Hashilton Hamekomi, an Israeli bank specializing in local government finance.
  • 2002: Integration of the BACOB branch network in Belgium.

The merger between Dexia Bank and Artesia BC brought certain advantages and met certain objectives:

  • Expansion of retail customers from 15 to 25%
  • Rise to one of the market leaders in the all-finance sector
  • Development towards a full-fledged player in private banking activities
  • Positioned among the top 3 in the Belgian wealth management market
  • Maintaining a position as a benchmark banker in the public and non-profit sector.

From Dexia Belgium to Belfius

On September 5, 2011, Jos Clijsters - at that time advisor to the Dexia AG Management Committee - was appointed President of the Dexia Bank Belgium Management Committee. He thus succeeded Stefaan Decraene, who left the group for an international role in another group.

On October 4, 2011, as a result of various negative news, customers withdrew EUR 300 million from the bank in one day. As a result of this information, the Belgian and French governments declared that they would vouch for the bank and split the company in order to save the healthy parts and isolate the risks. On October 10, 2011, the takeover of the Belgian part of the Dexia Group, Dexia Bank Belgium, by the Belgian state was announced. This takeover took place at a price of 3.73 billion euros. The Belgian state also decided to participate in the financing guarantee scheme in favor of Dexia AG for 60.5% (54.45 billion euros). On March 19, 2012, the Dexia share left the Bel 20.

On January 1, 2014, Jos Clijsters stepped down as Chairman of the Management Committee, succeeded by Marc Raisière, and has been Chairman of the Board of Directors ever since.

Name and visual identity (logo)

On March 1, 2012, Dexia Bank Belgium became Belfius Bank and Insurance. The new name Belfius is made up of "Bel" for "Belgium", "fi" for "finance" and "us" for "us".

The equals sign in the middle of the logo is not just a mathematical symbol, but also represents the new balance between the bank and its customers. In a few words: A locally based Belgian bank and insurance group with the challenge of creating added value for society in various forms with the focus on listening to and learning from customers.
