Berlin pass

The Berlinpass (official spelling: berlinpass ) is a social card and documents the recognized need for third parties. The pass is intended to make it easier for Berliners in need to participate in social and cultural life in the city. Since the beginning of 2009, the Berlin pass has been available in the form of fold-out paper in credit card format from the Berlin Citizens' Registration Offices . Overall, it should help to bundle previous services of the authorities and to simplify administration. The period of validity of the Berlin Pass depends on the period of approval and the form of the social benefits that justify the entitlement to the document, i.e. six to twelve months.

Authorized recipients

In 2018 there were around 600,000 recipients.

The Berlinpass is available to people who have their main residence in Berlin and who receive the following benefits:

  • Unemployment benefit II or social benefit ( Hartz IV ) according to SGB II
  • Social assistance or basic security in old age and with reduced earning capacity according to SGB ​​XII
  • benefits under the Asylum Seekers Benefits Act
  • The members of the benefit community of a beneficiary (e.g. family members)

In 2017, a total of around 472,000 Berlin passes were issued.

On February 1, 2018, the group of beneficiaries was expanded to include those receiving housing benefit and victim pensions .

Services

On presentation of the Berlin Pass, the holder can receive discounts for operas, theaters, concert halls, museums, baths, zoos, animal parks, adult education centers and other facilities. In addition, completely free offers can be used (e.g. library card for borrowing from the Association of Public Libraries in Berlin (VÖBB) ). Furthermore, the Berlinpass is a prerequisite for the reduced monthly ticket for the BVG and S-Bahn, the Berlin-Ticket S or social ticket for short , which since July 2017 has only cost around a third of the regular price of an almost adequate AB environmental card in the same transport association . The offer for holders of a Berlin Pass is to be expanded.

The Berlin pass is issued by the citizens' offices of the Berlin district offices. In order to issue a Berlin pass, a notification from a job center or a social welfare office about the approval of unemployment benefits II or social benefits is required. A passport photo and proof of identity must also be presented ( identity card or passport ).

Asylum seekers who receive benefits under the Asylum Seekers Benefits Act from the Central Services Office for Asylum Seekers (ZLA) receive the berlinpass from the ZLA. Asylum seekers must present their residence permit . After six to twelve months, the passport can be extended three times upon presentation of a certificate that documents the authorization. A new passport must then be issued.
