A narcotics dispensing slip is an official form with which the transfer of narcotics in Germany between companies or pharmacies to the Federal Opium Office at the Federal Institute for Drugs and Medical Devices (BfArM) is reported and documented. In contrast, narcotics are dispensed to patients using a narcotic prescription .

Legal basis

The passing on of narcotics within Germany is regulated by the internal narcotics trade regulation. For each delivery of a narcotic substance, according to Section 1 of the Ordinance, “an official form (delivery receipt) must be prepared for each individual delivery” . In contrast, the Foreign Trade Ordinance on Narcotics applies to foreign trade in narcotics . A delivery receipt is not required, but an export license from the BfArM.

Structure of the submission receipt

The narcotics delivery slip produced by Bundesdruckerei consists of four colored, carbonless copies. Each record has a unique submission number. On the form, the name and BTM number of the sender or recipient as well as the submission date and the receipt date on the copies are entered in the upper or lower part. In the middle area, up to four different narcotics can be entered with the corresponding delivery quantity. The amount must be specified in pieces or grams . It is not permitted to specify a volume. Liquid narcotics such as opium tincture are therefore always traded in grams.

Procedure of the receipt procedure

For example, if a pharmacy orders a narcotic drug from a pharmaceutical wholesaler , the wholesaler will fill out a dispensing slip. Each of the four parts then takes its own path. The uppermost, red part is sent to the Federal Opium Agency as a delivery report. The yellow confirmation of receipt and the pink delivery note are sent to the recipient together with the actual narcotic drug. The blue delivery note double remains with the issuing wholesaler.

When you arrive at the pharmacy, the yellow confirmation of receipt is signed and sent back to the wholesaler. The pink delivery note remains in the pharmacy for documentation purposes, where it - like all other narcotics receipts - must be kept for three years. As soon as the wholesaler has received the confirmation of receipt again, it must send the double blue delivery note to the Federal Institute for Drugs and Medical Devices within one week. The wholesaler must keep the confirmation of receipt for three years.

However, if part or all of the narcotics are refused upon receipt at the pharmacy (e.g. if the quantity delivered differs from the quantity ordered, or in the event of incorrect deliveries), the pharmacy will document this on the confirmation of receipt. The pharmaceutical wholesaler must then send the blue delivery note duplicate with the corresponding corrections to the Federal Opium Office.
