Operating instructions

In contrast to an operating manual, the operating instructions ( OI ) are documents that only point out dangers and indicate protective measures.

In Germany, operating instructions must be drawn up for biological agents , hazardous substances and their preparations that contain these substances in excess of certain percentages and for machines and other technical systems.

The following content for the operating instructions is e.g. B. suggested by the employers' liability insurance association :

  1. scope of application
  2. dangers for humans and the envirnoment
  3. protective measures and rules of conduct
  4. Response to malfunctions
  5. What to do in the event of an accident, first aid
  6. Appropriate disposal / maintenance (for machines / technical systems)
  7. Consequences of non-compliance

Operating instructions for substances and preparations can be derived from the safety data sheets prescribed for hazardous substances . Many employers' liability insurance associations describe how this works in leaflets and work aids.

References to the need for operating instructions arise e.g. B. from the accident prevention regulations of the professional associations (UVV or now DGUV regulation 1 § 2), from the Occupational Safety and Health Act (ArbSchG §§ 4, 9 paragraph 1 and 12 paragraph 1), from the industrial safety regulation (BetrSichV § 12 paragraph 2) , from the Biological Agents Ordinance (BioStoffV § 14) and from the Hazardous Substances Ordinance (GefStoffV § 14).

In some cases, these sources "only" require suitable regulations, but the GefStoffV stipulates operating instructions with the headings given here (but only from 1 to 6) via a technical rule for hazardous substances (TRGS 555). For activities with low risk ("Protection level 1": small amount, low exposure, maximum classification with Xi, Xn or C), operating instructions are not required.

In Austria, operating instructions are regulated in the Work Equipment Ordinance BGBl. II 164/2000 as amended. Written operating instructions are to be created exclusively for the following devices:

  1. Cranes (§ 19)
  2. Self-propelled work equipment (§ 23)
  3. Devices for oxy-fuel welding, cutting and allied processes (Section 26)
  4. Fastening tools (§ 29)

The prescribed contents of the operating instructions are regulated in the relevant paragraphs of the Work Equipment Ordinance.
