Operating cost table

An operating cost table is a statistic of the operating costs for rented apartments in Germany (ancillary rental costs).

The German Tenants' Association (DMB) and its regional associations published for the first time for 2004 operating cost tables for the Federal Republic of Germany and for the individual federal states. The evaluation is made anew every year.

These figures are purely for information purposes. They are also of legal importance for tenants and landlords insofar as they can be used to check the cost-effectiveness when checking an operating cost statement. Conspicuous "outlier values" can easily be recognized. From this, however, it cannot necessarily be concluded that the operating costs for a property would have been excessive. A check is always to be carried out in each individual case. Profitability is not already impaired by the fact that the values ​​in an operating cost statement differ from the average values ​​in an operating cost table.

The operating cost tables show lower limit values, average values ​​and upper (critical) limit values ​​in euros per square meter of living space on a monthly basis. The evaluation shows considerable regional differences.

Further operating cost tables

In addition to the operating cost table of the German Tenants' Association, there are now other overviews that provide information about operating costs in certain regions. Often they are published by advertising-financed consumer portals on the Internet, the independence of which is problematic. Therefore, when dealing critically with operating cost tables, attention should also be paid to which organization has set up the table and what goals it is pursuing with it.

A distinction must be made between this and operating cost tables, which are partly drawn up by the municipalities and show the operating costs for buildings of a certain age or certain equipment in the urban area. Similar to rent indexes  , these can enable representative statements to be made. In contrast to rent indexes, however, they are not legally binding.

So-called heating mirrors or heating cost mirrors are created especially for the heating costs of real estate . The Federal Environment Ministry is behind the heating mirror. The aim is to promote environmentally conscious heating and thus to reduce carbon dioxide emissions.

Significance of heating cost levels for basic security

In 2013, the Federal Social Court had to decide on the importance of operating cost tables for recipients of unemployment benefit II . The operating costs are part of the cost of accommodation and must therefore be borne by the provider of the basic security insofar as they are reasonable ( Section 22 SGB ​​II ). In the opinion of the court, no maximum limit can be inferred from heating cost tables from which the appropriateness or inappropriateness of heating costs in an utility bill can be read directly. If the heating costs are above a value in a nationwide or in a municipal heating cost index, this is only a first indication (“indication”) of the lack of adequacy in general. However, this does not yet exclude the basic security provider's obligation to assume these costs. It would then be up to the person concerned to explain why the costs were higher in his case than in the heating cost table and why they were nevertheless “reasonable”. This also applies if the heating cost index only includes apartments with central heating and the apartment in question is heated with stoves.
