The district commander was in the German Empire of a Landwehr District protruding staff officer .

As a rule, the district commander was an inactive major or lieutenant colonel ; in the more populous Landwehr districts, a colonel with regimental command. Active colonels were at the head of the Berlin Landwehr districts .

The district commanders were supported by district adjutants and district officers , and in larger districts there were also older staff officers. The authority represented by the district commander was called the district command . The district commander was in charge of the replacement business in the Landwehr district under his control, checking the officers and men on leave, calling them up and providing them during mobilization and exercises, and storing the clothing and equipment of the Landwehr and reserve battalions to be set up in the district .

The district commanders were subordinate to the brigade commanders of the line.
