Lieutenant Colonel is a military rank for soldiers of the German Federal Armed Forces , the Austrian Federal Armed Forces and the Swiss Army . The lieutenant colonel is a term used by the guard bodies in Austria. In the historical and modern armed forces of different countries there are comparable, sometimes similar ranks.

etymology

Etymologically, the lieutenant colonel who is deputy of Colonel , for that from the French native lieutenant (from the French lieutenant ) literally means governor . In the 17th and 18th centuries who was lieutenant-colonel of the Deputy colonels .

The rank of Oberstleutnant ( Oberstlt ; in lists: OTL ) is determined by the Federal President with the order of the Federal President on the rank designations and the uniform of the soldiers on the basis of the Soldiers Act .

Authority to command and positions

In the Bundeswehr, the lieutenant colonel is an officer rank which , according to the Central Service Regulation (ZDv) A-1420/24 "Ranks and Rank Groups", belongs to the rank group of staff officers . Because they belong to the rank group of staff officers, soldiers in the rank of lieutenant colonel can issue orders within the limits set there to soldiers in the rank groups of crews , non-commissioned officers with and without porters , lieutenants and captains on the basis of § 4 ("Superiors relationship based on rank") .

Like most staff officers, lieutenant colonels serve mostly on staff posts and generally not as military superiors in the troops. Typical activities are head of inspections or lecture hall supervisors at a teaching facility (in the army, for example at a military school ), or working in administrative positions in command authorities , offices or in the departments of the ministry . There, they often support experienced staff officers or department heads, for example with personnel and material planning , strategy development or deployment planning . Some lieutenant colonels serve as department heads . Some particularly qualified lieutenant colonels serve as officers in the general staff service . From the brigade level onwards , they serve in staffs, in brigades partly as chief of staff , in even larger associations partly as department heads who are responsible for a basic management area. They are also used as operational staff officers in the Air Force . In this post they directly support the unit's commander in commanding the troops . Some lieutenant colonels, mainly soldiers in the raceways of troops service are among the troops as military supervisors in the associations of their branch of service used. Typical uses are as battalion commander or deputy regimental commander . Experienced lieutenant colonels are occasionally deployed as regimental commanders. In a brigade, a lieutenant colonel is often the commander of the brigade units . Military music officers with the rank of lieutenant colonel are often the chief of one of the Bundeswehr music corps . On the basis of this and similar positions, soldiers with the rank of lieutenant colonel can issue orders to all soldiers who are officially or professionally subordinate in the cases listed in the superiors ordinance. Inspection chiefs, chiefs of an army music corps, regimental and battalion commanders are disciplinary superiors of the soldiers subordinate to them according to the military disciplinary code .

Appointment, salary and age limit

The decisive legal basis for the appointment as lieutenant colonel is met by the Soldiers' Career Ordinance (SLV) and, in addition, the Central Service Regulations (ZDv) 20/7. To rank Lieutenant Colonel can soldier on time , professional soldiers and ordered reservists are appointed. The prerequisite is membership of the officers' career group . Officers (except military music officers) can be appointed lieutenant colonel at the earliest eleven years after being appointed lieutenant; Military music officers six years after being named captain . Equivalent, subordinate and superior ranks

The rank of lieutenant colonel is held only by army and air force uniforms . Navy uniform bearers (except medical officers ) of the same rank hold the rank of frigate captain . In the National People's Army , Lieutenant Colonel (abbreviation: OSL) was from 1956 to 1990 the second highest officer rank in the rank group of staff officers . Its maritime counterpart was the frigate captain of the People's Navy . This rank was usually only awarded to career officers. Its use corresponded roughly to that in the Bundeswehr. The rank badge consisted of braided cords with two stars attached.

In the Austrian armed forces , the lieutenant colonel standing between the major and the colonel is also the sixth highest officer rank.

In addition, the usage designation Oberstleutnant is used for leading officials (E1) of the executive branch in Austria, including the Federal Police and Justice Guard . Since the guards mentioned are civil bodies that are only organized according to the military model, they are not "police officers", but only use officer ranks as a designation. In the Swiss Army , the lieutenant colonel also stands between major and colonel and is (in peacetime) the fifth highest officer rank. In addition to the lieutenant colonel, there is the equal rank of "lieutenant colonel in the general staff". During missions abroad, the lieutenant colonel is referred to as a Lieutenant Colonel (LTC / Lt Col) ( NATO rank code : OF-4).

As a commander, the lieutenant colonel leads a battalion, a division or a squadron. As a staff officer, he is responsible for a specialist area in the brigade staff. A lieutenant colonel in the general staff (Oberstlt i Gst) leads the brigade staff command areas 2 (communications), 3 (operations), 5 (planning). The rank badge shows two wide stripes in the Swiss Army.

In France's armed forces , the rank of lieutenant colonel is comparable to that of the German lieutenant colonel ; this stands above the commandant (corresponds to the German major ) and below the colonel (comparable to colonel ).

Spain, Czech Republic, Russia

Other ranks comparable to the German lieutenant colonel include: a. the Spanish Teniente Coronel , the Czech podplukovník and the Russian podpolkownik .

Vatican city

In the Swiss Guard , the lieutenant colonel is also ranked because of his close ties to the Swiss Army.

United Kingdom

United States
