Juris GmbH was founded in 1985. The founding mandate of the federal government , already given in 1973, was to work together with the Federal Constitutional Court and the highest federal courts to set up a computer-based legal information system. This was finished in 1984 and was part of the Federal Ministry of Justice until 1985 ; it was then spun off from the federal administration into a limited liability company based in Saarbrücken . Juris has had branch offices in Frankfurt and Berlin since 2015 and 2018 respectively. In August 2020 juris will move into a new, own building at the Saarbrücken Römerkastel.

The company is a member of the German Book Trade Association .

Shareholders

Over the years, the federal government reduced its shares in juris. To date, he holds the majority of the shares with 50.01%. Up to January 31, 2013 45.33% of the shares belonged to the Dutch publisher Sdu . Since then, this share has been held by the French publishing group Éditions Lefebvre Sarrut (ELS), which took over the publishing house Sdu including the juris shares. Another shareholder is Saarland with 2.99%, as well as the German Lawyers' Association , the Federal Bar Association and other publishers with 0.24% each.

The documentation office of the Federal Office of Justice is responsible for setting up and updating the Federal Law database (laws and ordinances) . The jurisprudence database is supplemented by the evaluation of over 600 legal specialist journals by the company's own documentation centers at juris.

Content

Juris GmbH is the market leader in the German market for electronic legal information and, according to its own statements, enables fast and targeted access to a wide range of information. The database with decisions, legal norms , administrative regulations and European law forms the core of the juris offer. In addition to the online offer with specialist portals, modules, comments , specialist journals , services and information services, DVDs and printed materials are also offered.

The public administration portal was offered together with the Hüthig Jehle Rehm publishing group . It is aimed in particular at federal, state and local administrations as well as legal advisory practice. It ceased operations on July 29, 2013.

Juris leaves it to the courts to decide which judgments and decisions should be included in the database. Therefore Juris does not provide complete documentation of German case law. A quantitative analysis at the end of 2017 showed that for the period from 2006 to 2016 “only between 9.4% (2015) and 31.2% (2009) of all the XI. Civil Senate of the BGH available ”. "... the arithmetic mean for the eleven years is 21.7%, the median 21.0%." According to the statistics of the BGH, the search hits and the cases settled in the respective years were chosen as the measure. Initially, all online offers were based on a BS2000 host and the Golem retrieval system . Access to the legal information was made possible (in chronological order) via the interfaces jurisControl, jurisFormular, jurisFormular for Windows , jurcom5 and finally jurisWeb.

jursFormular and jurisFormular for Windows have replaced the command line language of Golem with a search form. Juris Form for Windows also integrated the local research on the Juris CD-ROMs of that time.

jurcom5 was the first web interface for a legal database in German-speaking countries in 1996. She added hyperlinks to the legal documents that were generated and validated on-the-fly from the Golem documents. It was developed internally without an order in the department not responsible for it and therefore only accessible to selected customers. The jurcom5 solution did not offer any support for research on the CD.

jurisWeb should then offer the same functionality as jurcom5 and also support the search on the CD locally and in the intranet. The development of jurisWeb was outsourced and took several years.

From 2005 to 2007, the Juris backend was gradually converted from BS2000 to a new platform under Linux . The development of this new platform - called "juris Portal" - took place internally. Since then, Juris GmbH has been offering integrated cross research on all content to which a user has access.

The data is stored in two redundant , mirrored data centers in order to increase reliability. At its peak, over 600 servers (some also using virtualization ) were operated in Saarbrücken . In the meantime, the number of computers has declined due to significantly increased computing power.

Juris was advised by a 15-person advisory board. The chairman was Maximilian Herberger . At the end of his last term of office at the end of 2005, Juris ended the work of this body.
