The Blue Cross Blue Shield Association is an alliance of 36 independent health insurers from the United States . The individual sub-organizations act as licensees who have the exclusive rights to use the Blue Cross or Blue Shield name in their respective area of operation. The largest licensee is the Health Care Service Corporation . Another major licensee is the listed company Anthem, Inc. According to their own information, every third US citizen has health insurance through Blue Cross Blue Shield.
The predecessor of the Blue Cross organization was founded in Dallas in 1929 and initially offered health care services to Baylor University employees . In the following years Blue Cross expanded on a national level. Blue Shield was founded on the US West Coast in the 1930s by employers in the forest and mining industry to provide basic health care to workers. From 1965, Blue Cross and Blue Shield were entrusted by the US government with the implementation of the Medicare program. In 1982 Blue Cross and Blue Shield merged to form the Blue Cross and Blue Shield Association . Under the Federal Employees Health Benefits Program , Blue Cross and Blue Shield insure five million government employees and retirees.
