The establishment of the Federal Agency for Civil Air Defense was decided in the cabinet meeting on December 11, 1953 .

The tasks of the Federal Agency were: a) the training of leading air protection forces according to uniform guidelines, b) the cooperation in the preparation of a uniform air protection plan , c) the collection and evaluation of publications from home and abroad in the field of civil air protection , d) the Task and evaluation of technical-scientific air defense research , e) the testing of equipment and means intended exclusively or predominantly for air defense, [...] as well as participation in the approval of these objects and in standardization .

The Federal Agency for Civil Air Protection presented its work on November 22, 1954 in Bad Godesberg, as well as an exhibition with new air protection equipment. An all-terrain fire fighting group vehicle in action, new protective suits , measuring devices for radioactive substances, an air raid siren and the so-called atomic eye. It was the gammascope , a device for determining radioactivity in the area.

The training conveyed the latest knowledge of management and organization as well as the results of technical-scientific research .

The evaluation of the research results is not limited to the contribution to training, but was ultimately reflected in the determination of suitable procedures and devices for practical application in the context of civil air protection .

The Federal Agency for Civil Air Protection was based in Bad Godesberg. In 1957 it became part of the Federal Agency for Civil Protection . The former Wehrmacht general Erich Hampe was the first president until his retirement on June 30, 1955 .
