The Federal Performance Pay Ordinance ( BLBV ) regulates the award of performance levels, performance bonuses and performance bonuses to federal civil servants (except public prosecutors ), professional soldiers and temporary soldiers up to salary group A 16.

The performance level serves to recognize permanent outstanding achievements. Remuneration recipients who consistently provide outstanding performance can be paid the basic salary of the next higher level for the period up to reaching the next level.
The performance bonus serves to recognize an outstanding special achievement; it should be closely related to the performance. The performance bonus is granted as a one-off payment. The amount is to be measured according to the service provided. An amount up to the amount of the initial basic salary of the salary group to which the salaried person belongs at the time of the decision can be granted.
The performance bonus serves to recognize an outstanding special performance that has already been performed over a period of at least three months and is also expected for the future. At the same time, it is an incentive to continue providing this service in the future. The performance bonus can be granted retrospectively for up to three months. In the event of a drop in performance, it must be revoked for the future.
The number of performance levels awarded by an employer in a calendar year must not exceed 15 percent of the number of salary recipients in grades of the federal salary regulation A who have not yet reached the final basic salary with the employer on January 1. Performance bonuses or performance bonuses, which are granted to several salaried recipients because of a significant participation in a service rendered through close collaboration, are only considered together as a performance bonus or performance bonus.
