The Federal Association of German Advertising Papers ( BVDA ), based in Berlin, is one of three associations for publishers in Germany. It is the central organization of advertising newspaper publishers . It includes 207 publishers with 884 titles and a weekly circulation of 63.6 million copies (as of March 2019). The association thus represents around 75 percent of the total circulation of German advertising papers.

history

From 1960 onwards, many of the weekly papers, most of which appear weekly, were organized in the Association of Publishers-Association of German Advertising Papers (VVDA) . The VVDA was founded by six publishers with seven weekly papers with a weekly circulation of 400,000 copies. In addition, the Federal Association of German Newspaper Publishers (BDZV) established its own department, the Working Group for Newspapers Advertising Papers (AdZ), within which the advertising papers published by newspaper publishers or their subsidiaries were represented. However, in some cases this led to conflicts within the BDZV between the daily newspapers and weekly papers that were delivered free of charge. The organization of a media genre in two different associations was also not productive.

After years of opposition from the AdZ and VVDA, the Federal Association of German Advertising Papers (BVDA) was finally founded on July 3, 1987 in Bonn. The AdZ stopped its activities. As early as September 1987, 66 publishers with 240 titles and a circulation of 15.3 million copies were organized in the BVDA. On December 31, 1987, the VVDA was merged with the BVDA. At the beginning of 1987 the VVDA still had 126 member publishers with 316 titles and a weekly circulation of 13.6 million copies.

The BVDA has been based in the Haus der Presse in Berlin since 2002 , as has the BDZV and the Association of German Magazine Publishers (VDZ). The BVDA has a five-person executive committee consisting of representatives from BVDA member publishers. The BVDA Presidium consists of Alexander Lenders (President, Weiss-Verlag GmbH & Co. KG, Monschau), Andreas Müller (Super Sonntag Verlag GmbH, Aachen), Isabel Obleser (Stadtanzeiger Verlags-GmbH & Co. KG, Offenburg), Michael Simon (Wochenanzeiger Medien GmbH, Munich) and Michael Rausch (Rheinische Werbungblatt GmbH & Co. KG, Cologne). General manager of the BVDA is Dr. Jörg Eggers. From 1987 to 2011 Heiner Urhausen was BVDA managing director. The BVDA is a member of the Central Association of the German Advertising Industry (ZAW).

According to its statutes (§ 2), the BVDA's tasks include a .: Preservation and promotion of all common interests of the member publishers united in it. This includes in particular informing its members about all fundamental questions, developments and trends that are relevant to them. The BVDA advises its members in all areas of advertising journalism. It promotes an exchange of views and experiences among the members. In addition, it prepares statements on all issues relating to advertising newspapers, including with regard to legislative measures, and promotes fair competition . He provides documents that promote the transparency of the advertising paper market. The association can work with other press organizations on fundamental issues of press policy and in cross-media areas. The BVDA is also the point of contact for media and advertising agencies, specialist media, politicians, educational institutions and other interested parties.

Organs and decision-making in the BVDA

The organs are the general assembly, the main committee and the executive committee. The main committee consists of the members of the executive committee and up to 15 other members elected by the general assembly for four years. In the main committee, the regional and structural relationships of the members must be adequately and competently represented. The presidium consists of the president and four deputies, who are elected by the general assembly for four years and represents the BVDA in public. The BVDA spring conference takes place in Berlin. On the other hand, the publishers, managing directors and other persons responsible for publishing come to the BVDA autumn conference in another city at the invitation of a member publisher. In addition to the three BVDA bodies, there are BVDA working groups (editing, marketing, digital, logistics and sustainability) and a specialist group for the delivery of brochures.

ADA - circulation control of advertising papers

According to the statutes, all member publishers of the Federal Association of German Advertising Papers are obliged to subject the titles they publish to the ADA circulation control.

In 2013 (fourth quarter) the circulation control of the advertising papers (ADA) recorded 1042 titles with a weekly circulation of 73.2 million copies. This corresponds to a share of almost 80 percent of the total circulation. The control system is carried by the Federal Association of German Advertising Papers, but the ADA is not an association body. In order to underpin the credibility of the audit, the controls are carried out nationwide by two well-known auditing offices in Cologne and Munich. These auditors work according to uniform guidelines in order to maintain competitive neutrality between the publishers. In accordance with their professional code, they are independent of the association and publishers in their work. The amount of the printed edition and the carrier edition are checked. In order to verify these two categories, the publishers have to submit all relevant documents. These are, for example, bills for printing and transport or proof of paper consumption. The core of the control is also the precise examination of the delivery and the fees for the deliverers.

The ADA guidelines not only regulate the technique of the examination. Rather, they also take precautions to ensure that only the normal level of the circulation can be reported and expelled. Every publisher must report the average circulation for the quarter every quarter. There is also the possibility of following the continuity of the number of copies between the exams. The ADA figures are published four times a year - together with other planning-relevant data. They are available to all advertisers and advertising agencies.

“Durchblick” award for outstanding examples of journalistic engagement

The prize, which was announced by the BVDA for the first time in 2005, will be awarded for the fifteenth time in April 2020. With this award, an independent jury honors advertising papers for outstanding journalistic commitment in various areas every year. Four winners will be honored in the categories “Best journalistic achievement”, “Innovation - the best idea of ​​the year”, “Best digital activity” and “Reader and consumer proximity”.
