CARNOT (EU)

from Wikipedia, the free encyclopedia

The Carnot program of the European Union was a multiannual program of technological actions promoting the clean and efficient use of solid fuels (1998-2002).

The Council's decision created the CARNOT program to promote and use solid fuels through clean and efficient technologies. The program was active from 1998 to 2002. This is intended mainly stone and lignite , peat , orimulsion , oil shale from, heavy fractions of petroleum products are supplied to the clean utilization. As a specific implementation program, the CARNOT program is part of the basic, multi-year EC / EU research framework program .

financing

The financial reference amount for the implementation of the CARNOT program was 3 million ECU . Of this, ECU 1.2 million was earmarked for the period 1998-1999.

Actions of the program

Two groups of measures to promote clean solid fuel technologies have been funded under the program (Art 3 of the decision):

  • Measures to support cooperation with the aim of ensuring a more efficient exchange of commercial and technical information between national, Community and international levels by using appropriate tools for the exchange of information, the removal of barriers and the assessment of the effects of the items referred to in this article Actions are developed.
  • Measures to support strategic industrial cooperation, e.g. B. "Business" workshops and seminars, visits to industrial sites, studies, reviews and consultation group to promote with the aim of the industrial exploitation of clean technologies for energy purposes, for example in the power / heat coupling . These measures include promoting the export of clean solid fuel technologies from Europe.

  2. Orimulsion is a bitumen-like fuel. It is found in large quantities under the Orinoco Basin in Venezuela at a depth of 900 to 1000 meters. After adding 30 percent water, this fuel is just as easy to handle as heavy heating oil . Above all, it is much cheaper than mineral oil . The calorific value roughly corresponds to that of hard coal (28 MJ / kg).
