CEMT approval

ECMT is the abbreviation for the European Conference of Transport Ministers (English: European Conference of Ministers of Transport (ECMT), French: Conférence Européenne des Ministres transport (ECMT)). The 43 European states currently belonging to the CEMT form the CEMT area. This consists of the European countries of the OECD as well as some Eastern and Southeastern European countries. Freight traffic within the CEMT area is regulated by a system of permits.

For trips e.g. B. to Albania, Croatia, Russia or Turkey, a CEMT permit must be carried. CEMT permits are multilateral, i. In other words, they allow freight traffic between all CEMT states.

In the Federal Republic of Germany, CEMT permits are issued by the Federal Office for Goods Transport ; their number is limited. Their validity is limited to one year (annual permit), in special cases to 30 days (short-term permit).

Permits for Russia are “capped”. This means: Vehicles with CEMT permits that are marked with a red blocking stamp for Russia (“RUS” block) may not be loaded or unloaded in Russia. The Federal Office expressly points out that journeys in Russian transit traffic are still possible due to the bilateral permits.

The CEMT permit expires if the trip report booklet issued by the BAG shows fewer than 26 journeys in the period of validity or if there was no driving activity in the course of the CEMT permit for more than three months. So-called cabotage transports within a member state are excluded .

The permit and the trip report booklet (not to be confused with the vehicle-related logbook ) issued by the Federal Office for Goods Transport with the granting of the permit must be carried with you for every trip - with or without a load - and filled out before you start your trip. Evidence must be provided to the Federal Office within 14 days of the end of the journey; in the absence of such a trip, a false report must be sent to the BAG.

A CEMT permit may only be used with low-noise and low-emission vehicles. This is currently only possible for vehicles with a Euro 4 emission standard or higher.
