COC (approval)

General

The COC is issued according to the rules of a certification system and means that the certified unit has met the certification requirement. Motor vehicles

According to Article 4 Paragraph (3) of the Directive, each Member State allows the registration or the sale or placing on the market of new vehicles with regard to their construction and operation only if they are provided with a valid certificate of conformity. Type approval is the administrative procedure by which a Member State confirms that the type of vehicle, system, component or separate technical unit fulfills the relevant technical requirements. The various EC type-approvals apply to the following EU vehicle classes :

  • 2007/46 / EG for cars, buses, trucks and trailers of classes M1, M2, M3, N1, N2, N3, O1, O2, O3, O4
  • 2002/24 / EG for S-Pedelecs, E-Scooters and light three- and four-wheelers of classes L1, L2, L3, L4, L5, L6, L7
  • 2003/37 / EG for LoF (motor) vehicles of the classes T1-T5 (tractors / tractors on wheels), C1-C5 (tractors on crawlers), R1, R2, R3, R4 (LoF trailers), S1, S2 (drawn, interchangeable machines).

The first vehicles with a full EC type approval were the Mercedes-Benz 202 series from 1993. The first electric vehicles with full EU approval for class M1 were the Think City .

Manufacturers of vehicles with an approval put each vehicle thus manufactured an EC certificate of conformity at - English COC (certificate of conformity) - in accordance with Article 18 of Directive 2007/46 / EC, and the format in Annex IX. This certificate must be forgery-proof. B. papers are used, which are characterized by colored graphics or a watermark.
In practice, the COC can usually be obtained from the manufacturer, since the institutions that issue the national operating and sales permits are usually the same ones that issue or certify the COC after a test procedure.

Vehicles imported into Germany for which no COC documents are available must be approved for new vehicles by means of an individual operating permit by means of an expert opinion in accordance with Section 21 StVZO (used vehicles) or Section 13 EC Vehicle Approval Ordinance (EG-FGV).
The fees for this are based on the appendix to § 1 of the fee schedule for measures in road traffic (GebOSt). The fee numbers 413 ff. Of the fee tariff for measures in road traffic (GebTSt) are to be used here. Depending on the vehicle, the fees are between € 43.60 and € 138.00. If the applicant does not submit the required documents and evidence for the assessment according to § 21 StVZO, the time required for data acquisition or for further necessary tests can be calculated according to fee number 499. In individual cases it may also be necessary to obtain an exemption (e.g. due to a lack of headlight range adjustment).
