Conference of the Organes Spécialisés dans les Affaires Communautaires
The COSAC ( Conférence des organ Spécialisés dans les Affaires Communautaires , German Conference of European Affairs Committees of the national parliaments ) is a 1989 semi-annual Conference of the on EU specialized affairs concerning committees of national parliaments and the European Parliament . It is intended to improve cooperation between national and European parliamentary work.
This step had become necessary after the introduction of direct elections to the European Parliament in 1979 only a few French MPs now hold a double mandate in both parliaments.
The German Bundesrat is also a member of the conference.
history
The COSAC was on 16./17. Founded November 1989 in Paris . Since the Treaty of Amsterdam , COSAC has been able to submit contributions to the European Parliament, the Council and the Commission on the legislative activities of the European Union . This applies in particular to the implementation of the principle of subsidiarity , questions of security and justice, and matters relating to fundamental rights. However, all contributions from COSAC are still non-binding.
In 1991 COSAC adopted its own rules of procedure that regulate the course of its work.
