On November 2, 2007, the Cape York Peninsula Heritage Act 2007 was enacted. This law allows a new class of national park, national park (Cape York Peninsula Aboriginal land); national park (CYPAL) on the Cape York Peninsula. These legal regulations relate to both existing and planned national parks and to non-distributed state land, provided that the traditional owners have assigned them and administrated them.
The traditional owners, who have to be represented by a land trust, are permanently assigned the land in accordance with an Aboriginal freehold title by the Department for Sustainability, Climate Change and Innovation , provided they manage this land as a national park in accordance with the rules of CYPAL. For this purpose, a management plan and an indigenous management agreement must be submitted. Daintree National Park , Cedar Bay National Park and Black Mountain National Park are exempt from these regulations .
The traditional owners receive support from the responsible ministry for contracted works, commercial tourism and for the employment of indigenous rangers.
Regional Protected Area Management Committees (RPAMC), which are composed of regional committees or indigenous regional organizations and work with the responsible ministry, are set up for coordination .
The first national park to be established under this law in July 2008 was the Lama Lama National Park .
