The Brexit minister in the May cabinet, Dominic Raab , described the Checkers Plan as a "detailed proposal for a systematic, pragmatic and ambitious future partnership between the UK and the EU" (a "detailed proposal for a principled, pragmatic and ambitious future." partnership between the UK and the EU "). He went on to say: “The White Paper proposes a free trade area for goods to ensure smooth trade. This should be supported by mutually agreed customs rules, but only insofar as this is necessary for smooth cross-border trade ”.

The final version of the White Paper was drawn up at a cabinet meeting in Checkers on July 6, 2018. David Davis , up to this point Brexit Minister in the cabinet, and Foreign Secretary Boris Johnson resigned from their offices because they rejected the plan.

structure

The white paper is divided into four chapters: economic partnership, security, cooperation and institutional arrangements.

It contains the proposal for an association agreement with the EU, the sketch of a cooperation framework between London and Brussels with a governing body made up of government representatives from both sides and a joint committee for the implementation of and compliance with the Brexit agreement.
