Chiaki Takahashi ( Japanese 高橋 千秋 , Takahashi Chiaki ; born August 2, 1956 in Anō (today: Tsu ), Mie Prefecture ) is a Japanese politician and was a member of the Sangiin , the upper house of the Japanese Parliament , for Mie from 2000 to 2013 , most recently as a member of the Democratic Party .

Takahashi, a graduate of Meiji University , worked for the Mie Cooperative Association ( JA Group ) after graduating in 1980 . From 1990 he worked as a secretary for the Sangiin delegate Tetsuo Inoue , then from 1993 he worked for the advertising agency Shintō Tsūshin. For the Sangiin election in 1998 , he left the company and ran in Mie Prefecture (one mandate per election) as an independent with the support of the Rengō Federation , but lost to Jūrō Saitō ( LDP ) by 100,000 votes . As the other Sangiin MP for Mie, Kōichi Hirata, resigned for the general election in 2000, Takahashi ran again in the by-election on June 25 and was able to beat the LDP candidate Takako Hashizume by around 30,000 votes. In the 2001 regular election he was 25,000 ahead of Kazumi Fujioka (LDP) confirmed as independent in office. In 2004 he joined the Democratic Party, in which he led the Mie Prefectural Association from 2006 to 2010. In the 2007 democratic election victory , he received over half a million votes and was confidently confirmed as a member of parliament for another six years.

After the Democrats took over government in 2009, Takahashi first became Parliamentary State Secretary in the Ministry of Economic Affairs under Minister Masayuki Naoshima . During the cabinet reshuffle in September 2010 , he moved to the party leadership as vice-chairman of the Political Research Council , before he succeeded Takeaki Matsumoto as "Vice Minister" in the Foreign Ministry in March 2011 in Naoto Kan's again reshaped cabinet . For the gubernatorial election in Mie 2011 , he was initially considered a possible candidate, but rejected the corresponding demands in February 2011.

In the 2013 Sangiin election , Takahashi lost his seat to the Liberal Democrat Yūmi Yoshikawa.
