The China Banking Regulatory Commission ( CBRC ) ( Chinese  中國 銀行業 監督 管理 委員會  /  中国 银行业 监督 管理 委员会 , Pinyin Zhōngguó yínháng yè jiāndū guǎnlǐ wěiyuánhuì ) is the banking supervisory authority of the People's Republic of China .

General

The CBRC was established on April 28, 2003 to regulate the banking sector in China, excluding Hong Kong , Macau and Taiwan . It is an institution that reports directly to the State Council of the People's Republic of China and is located in the financial district of Beijing . The current chairman is Guo Shuqing . His deputies are Cai Esheng , Zhou Mubin , Guo Ligen and Wang Zhaoxing .

Main tasks

The main tasks of the CBRC include the preparation of regulations for the banking sector; the authorization of the establishment and termination of banks and the supervision of compliance with the elaborated rules and punishment in the event of non-compliance. In addition, the top management of the banks is tested to ensure a minimum standard of competence; Compiled and published statistics on the banking sector and managed the day-to-day running of the supervisory boards of state-owned banks. In times of crisis, the CBRC can take over and manage banks in distress, or even exclude them from the market.

Supervisory functions

The CBRC must conduct sufficient surveillance of the banking sector and its banks in order to be able to assess risks. Its purpose is to encourage banks to introduce an internal control process that allows problems to be identified quickly. The China Banking Regulatory Commission sees itself as an organization that wants to guarantee transparency according to international standards. The aim of their work should be the protection and training of investors, the confidence of the market should be kept stable and financial crimes should be prevented.
