The Commission on New Technological Uses of Copyrighted Works ( CONTU ) is a committee convened by the United States Congress in 1974 to prepare the revision of the Copyright Act to meet the requirements of digital technology ; He recommended that computer programs be placed under copyright protection as "literary" works in the future .
