The Congressional Gold Medal ( Engl. Congressional Gold Medal ) in addition to the peer Presidential Medal of Freedom one of the two highest civilian awards in the United States .

It is awarded jointly by both Houses of Congress of the United States , the Senate and the House of Representatives . The first holder of the Medal of Honor was George Washington , to whom it was awarded by the Continental Congress on March 25, 1776 .

The Congressional Gold Medal of Honor should not be confused with the Medal of Honor , the highest award given by the American armed forces for outstanding bravery in combat, which is also awarded in the name of Congress .
