The Council for French-speaking Affairs of the bilingual district of Biel or the French Conseil des affaires francophones du district bilingue de Bienne (CAF) is an institution with an advisory function for the bilingual communities of Biel / Bienne and Leubringen / Evilard in the canton of Bern . It was created in 2006 by the Grand Council of the Canton of Bern and represents the interests of the French-speaking population in the area of ​​the former district of Biel .

The CAF consists of 15 members who are elected for four years. 13 of them come from Biel (elected by the city ​​council ) and two from Leubringen (elected by the municipal assembly ). At least ten of the members must be French-speaking. He is responsible for the coordination of the education system with the Bernese Jura and the other cantons of French-speaking Switzerland , represents the interests of the francophone population in Canton and decide on the distribution of subsidies for French-speaking cultural workers. The CAF also works with the Conseil du Jura bernois , the regional parliament of the Bernese Jura . As with the Conseil du Jura Bernois, the legal basis is the Loi sur le statut particulier of September 14, 2004.
